Gu Zongqin

Gu Zongqin is the Secretary of the Party Committee and Dean of China National Petroleum & Chemical Planning Institute. He is also vice chairman of China Petroleum and Chemical Industry Federation (CPCIF), chairman of China Nitrogen Fertilizer Industry Association, professorate senior engineer, master of planning and design of the chemical industry, and enjoys special government allowances from the State Council. He has been employed many times as an expert in government apartments such as the National Development and Reform Commission, the Energy Administration, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Environmental Protection, and the State-owned Assets Supervision and Administration Commission, and he has also been employed by financial institutions and large enterprises. 
He has been engaged in the national chemical industry planning topics and preliminary work of projects for a long time. He participated in the compilation of the national “Eighth Five-Year Plan”, “Ninth Five-Year Plan”, “Tenth Five-Year Plan”, “Eleventh Five-Year Plan”, “Twelfth Five-Year Plan” and “Thirteen Five-Year Plan” in chemical industry development. He was responsible for and participated in many projects of national petrochemical, chemical industry policy formulation and strategic research. He has published more than 50 academic papers, presided over and participated in more than 800 engineering consulting projects for national government, local government and enterprises.
He participated in the formulation of national coal chemical development planning and coal chemical industry policies.
